Group of experts reports on suspension measure

The suspension measure is expected to be one of the hot topics during the upcoming meetings of government executives with the troika representatives arriving in Athens. The task force formed by the National Center of Public Administration has suggested a series of changes to public sector mobility framework, in order to simplify the suspension procedure.

The experts suggest that the Ministry of Administrative Reform go through with a radical restructuring of the mobility framework and to separate it from suspension. Regarding suspension, the main proposal is for a change in the point system and to target the measure to a group of 54,000 permanent civil servants, of whom 35,000 have completed secondary or compulsory education and a significant number were hired without ASEP competitions.

The team of experts stresses in their report that civil servants who have been hired in transparent procedures, especially via ASEP competitions, graduates from the national school of public administration and those with special skills, should be excluded from the suspension measure.

It is noted that the group was formed to provide consultation and technical know-how in administrative reform, by prioritizing the restructuring of administrative services and the evaluation of administration staff.
